Abstract

This volume is a contribution to the ongoing debate on how to reform the country’s housing-finance system in the wake of the 2008–2009 financial crisis. That crisis, from which the economy is still languishing, exposed fundamental flaws in the way we allocate scarce resources toward different uses, particularly housing. Taking one step back, however, the crisis should cause us to rethink the emphasis on homeownership that has pervaded national policy for several generations.
